After raping a woman, an immigrant brutally decapitated his neighbor and carried the man’s severed head in a plastic bag on a bus. However, instead of locking away the dangerous murderer for life, the judge decided to slash time off his sentence.
For 7 years, Algerian national Mohamed Boudjenane, 45, had been living illegally in the UK and collecting welfare after his appeal for asylum was denied by the state. Disturbingly, remaining in the country without documents and cheating the system would be the least of the citizens’ worries.
A few months before his arrest, Boudjenane met a 42-year-old Filipina woman at a party in northwest London, according to Court News UK. The unnamed woman, who worked as a nanny, later ran into Boudjenane and reluctantly agreed to go with him to his apartment. When the pair entered, Boudjenane locked the door and attacked the woman, tieing her up and beating her before raping her 3 times.
Boudjenane then accused the woman of having an affair with “the man upstairs,” identified as 43-year-old Lakhdar Ouyahia. Believing her to be promiscuous, he then shaved her head as punishment and threatened to kill her. Incredibly, Boudjenane agreed to let her go the next day after she repeatedly swore to become a Muslim and marry him.
Boudjenane told her, “You need to drink. It’s your last day today,” and threatened to kill her by putting her in a tub of boiling water.
After freeing the woman, Boudjenane set his sights on his upstairs neighbor, who he had accused of sleeping with his female victim. In his head, he had made up an entire relationship not only between himself and the woman but also between her and his neighbor. Two days later, Ouyahia’s headless corpse was discovered wrapped in a blanket at the back of a nearby supermarket.
Shortly after murdering Ouyahia, Boudjenane placed the man’s head in a plastic bag and carried it with him on a bus to the Regents Canal in West London, where he threw it into the water. When he was arrested 2 days later, Boudjenane claimed he didn’t remember hitting Ouyahia with a hammer and hacking off his head with a meat cleaver before toting it around in a sack, which witnesses described as a “head-shaped bag.”
Boudjenane denied raping the woman and claimed the encounter was purely consensual. He then told authorities that he suffers from depression because of Islam and that he had been hearing voices. However, he refused to admit that he murdered Ouyahia and threw his head in the canal.
Boudjenane was convicted of murder, 2 counts of rape, and false imprisonment. Judge Christopher Moss then sentenced him to life in prison with a minimum of 22 years behind bars. However, the sentence would be short-lived. A year later, the Court of Appeal ruled that 6 years should be slashed from Boudjenane’s sentence, dropping it down to 16 years, the Daily Mail reports.
The court allowed Boudjenane to plead guilty to a lesser charge of manslaughter by reason of diminished responsibility after hearing he suffered from “paranoid and delusional disorder” at the time of the murder.
Mohamed Boudjenane was also given a 15-year sentence for the rape and imprisonment of his female victim. The 2 sentences are to run concurrently.
Hopefully, Boudjenane never sets foot outside a prison again. However, considering the appeals court’s willingness to reduce one of his sentences, there’s no telling whether his time will be reduced even further at a later date.
